Why do you wish to run for this position?

I understand how frustrating it can be for new members to not know the who, what, where, why, how of being actively engaged in our important work and I believe I can help bridge that divide to connect members with opportunities for meaningful action that will propel us along our ultimate mission: winning elections.

As now a former candidate I deeply understand the fact that no one person can do it all alone. We need help to achieve our shared goals. I have observed that folks are willing to help but often don’t know how to start or have an understanding of what is needed from the group to succeed. We hit a great milestone this year in terms of numbers of folks who filled out the form to join the committee, yet we struggled for precinct captains and greeters for the election, putting immense strain and stress on candidates that could have been better spent elsewhere in their campaigns during the 45-days of voting season.

Members will feel better prepared to greet voters by being engaged with the campaign process well before the 45 days of voting season. Folks will benefit from more familiarity with candidates, earlier engagement and training on how to message with voters confidently. Direct voter contact is critical to winning elections, and I believe our membership vice-chair has an important role to play in helping our members feel comfortable contacting voters to educate them on the important issues and opportunities in our county, which can happen easier when our members themselves are educated on local issues and are familiar with their current, and prospective, representatives and districts.

Members also want to feel that their voice is heard. I believe as membership chair it will also be my charge to be a voice at the executive level for all members who otherwise don’t have a voice there and ensure we keep our processes and procedures open, transparent, and democratic.

What are your priorities for CCDC and how would you implement them?

My priority for CCDC is the main objective for our organization: the selection and support of Democratic candidates to represent Chesterfield County at the local, state, and national levels. And I would implement that by working with my other executive members to ensure we have enough active members to effectively focus on the five responsibilities listed in our bylaws:

a. Seeking out and encouraging the candidacy of qualified members of the Democratic Party for elected positions representing Chesterfield County;

b. Overseeing (organizing, regulating, and directing) the nomination of all Democratic Party candidates for Chesterfield County;

c. supporting the Democratic Party’s nominees in all general and special elections in Chesterfield County (organizationally and financially);

d. encouraging voter registration and participation in all elections without discrimination on the basis of gender, race color, creed, age, national origin, mental or physical disability, sexual orientation, gender identity, or gender expression; and

e. Maintaining and promoting an active Democratic Party organization in Chesterfield County in whatever way advances the interests of the Democratic Party. Specifically as vice-chair for Membership, I would like to make nametags for every member that lists their districts in an old-school combination locker-code style format, your personal code to unlock democracy at home.

For example, my name tag would read “Traci Franssen: 4/12/74/Matoaca/314” utilize a conference room microphone to allow meetings to be interactive for virtual participants as well. ask each member to join a sub-committee of their choice and as membership chair would track their selection and ensure they get notifications for sub-committee meetings.

I would work with my fellow officers to ensure members are kept up to date on what is discussed at the meetings by timely sharing meeting minutes in an accessible fashion, perhaps by posting in the member-only facebook group. Which, speaking of, as membership chair I would call to welcome new members and follow up by sending new members a welcome letter with ways to get involved and proactively include a link to join the members-only group so they can be included in every way they would like.

I would also work with the communications chair to ensure a smooth, consistent process is in place to add new members to the newsletter distribution list. We could also set up new member orientation sessions and invite the officers and magisterial chairs specifically and also all current members would be welcome to attend as well to get to know everyone. I would utilize the voter database to log current members by district and also to reach out to folks who regularly vote in Democratic primaries to invite them to events put on by our committee to get more engaged. This can be done throughout the year along with the help of magisterial chairs and precinct captains as the committee, hopefully, plans events in each magisterial district and would provide an opportunity to current members to practice canvassing/phone banking skills prior to election season.

Part of being able to recruit the best candidates is being able and willing to support their campaigns so they don’t have to reinvent the wheel themselves while also attempting to maintain their livelihood and personal lives. We as a committee can offer support and infrastructure so candidates can focus on things such as refining stump speeches and personally following up with uncommitted voters who have been identified by volunteers via canvassing and phones.

Encouraging active membership throughout the year sets up candidates for success by training members and preparing them to be confident canvassers. Another part of recruiting the best candidates is getting the word out about which positions are coming open to run for in the next four years NOW and encouraging folks to start building for their campaigns ASAP. The membership chair can assist this by increasing active membership throughout the county to help share the message.

Describe how you will enlist the help of the new members and at the same time

ensure the continued participation from longtime members.

We have built a great foundation and can keep the traditional activities going while adding additional opportunities for engagement to excite and encourage more involvement from seasoned and new members alike. Specifically as Membership Chair I would personally reach out to past members and invite them to rejoin if they haven’t yet. Work with other officers to plan more opportunities for members to meet each other and their leaders and representatives. I would love to have regular magisterial-level social gatherings in addition to the monthly full-member business meeting. Work with the new technology officer to leverage our new texting capabilities along with email and phone calls to reach out to members however they prefer to receive urgent updates.

How would you make CCDC a more diverse organization?

Increase ACTIVE membership by encouraging each member to sign up for a sub-committee to share their voices and talents in the operational functioning of the committee. I will leverage my active rolls in NAACP and CCE, and seek out other avenues, to encourage more membership within CCDC and spread the message of our existence and mission to all Democrats in Chesterfield, even those who happen to live away from the Hull St Rd / Midlothian Tpke corridors. I will work with the Young Democrats committee leadership to increase youth participation in their democracy.

Describe the positions or involvement you have had with CCDC and/or other

Democratic Committees, and how long have you been involved.

I joined CCDC in December 2017 for the 2018-2019 term In 2020 I stepped into the neighborhood leader role for LWCC for the southeast quarter of the county, which eventually led me to learn about the existence of Magisterial Chairs within CCDC after being asked to be one for the 2022-2023 term while helping to set up for a CCDC fundraiser event I offered to host at my home. I served as a Matoaca Magisterial District co-chair for CCDC for 2022-2023 until May of 2023 when I decided to fill one of the remaining open candidate positions and ran for School Board in the Matoaca district. As Magisterial Co-Chair I worked to ensure we had representatives welcoming voters for each of the elections held in this district, including specials! And I traveled to Henrico to help their extra special election run smoothly. I also contributed to efforts to seek candidates for as many offices as possible on the ballot this year so that voters in my area would have good choices to excite us enough to show up to vote this year even in areas of the county where we may feel like the only blue dot in the entrenched red sea. I enjoy participating in representing CCDC at fairs and parades and even mentioned at one point while setting up for an event that Democracy is not a spectator sport, and now we have that on our T-shirts! I am glad that I have the perspective of being involved with CCDC as a new member, a steady volunteer, an Executive Committee member, and as a candidate. Starting from the bottom and learning the culture and working my way up as I gain more understanding while keeping mindful of how it felt to be a beginner.

Let us know more about other talents and leadership skills or positions you

have held, which would contribute to your effective execution of the job.

I have been an active member of LWCC since early 2017 Grilling the Brat days. I proudly marched and chanted and wrote emails to my representatives. I greeted voters at the polls and asked them to join LWCC. Someone in LWCC let us know about CCDC, so I joined CCDC in December 2017 for the 2018-2019 term. I helped to put forth two alternative redistricting options for our county to consider in order to be more representative of our actual residents. They did not take either option but did incorporate some suggestions we offered into their final version. As our group shared the map with other groups around our area I got introduced to the Concerned Citizens of Ettrick and maintain an active presence in that group currently. I also am an active and lifetime member of the Chesterfield Branch NAACP, currently also participating on the membership and education committees. In my day job I own and operate a logistics company.
